Fitting an mf-python normalization model for a SEU from mapped or uploaded data so expected consumption (EnRC) can be predicted.

Training uses timestamp and energy columns plus relevant variables from a canonical mapping or file. The saved artifact carries training WMAPE and is later used for batch predict.
Catalog scopes separate who may train (enms.model.training.execute) from who may only run inference on saved models.
